Can a Referee Yellow Card Himself?

We’ve all seen players flop to the ground with the hope that they will draw a penalty against their opponent. Do you suppose the player in the video below is trying to draw a foul against the referee? Regardless of his motive, it is odd how one moment he is apparently fine and the next he is babbling like a little baby.
