As to why EPL only.... on FFF last week Brad eluded to (but didn't actually say) the language barrier of other leagues. I think of someone in La Liga or Serie A (okay getting a bit ahead there) offered him enough, he'd be hardpressed to stay.

The Brits feel very threatened by Yank Keepers hence the rule. Just think how they'd feel if there was a dynamic trio of keepers in EPL... Howard, Friedle, and Guzan. I'm thinking that'd cause a rash of Fawkesian events.

Most of them do. It's disappointing, and I think part of the reason the USMNT plays such crappy football - the players never get to know the continental style. If the US had more players in France and Spain, even in the second divisions, they would develop aspects to their style that would be useful for the NT.

The articles weren't clear on this, but my assumption is that it's because Villa went right down to the wire and there wasn't time to negotiate another deal.

Or maybe he really, really wants EPL?

What I don't get is why American players only look to England to ply their trade. If Villa wanted Guzan, surely a midtable side in another league would consider him too.
