It prevents ordinary people from saying, "Haha! Wouldn't it be funny if I went in and pledged 100 million!!!" Instead it limits individual IP addresses to 200 apiece. So what Marseille is left with is a list of (at present) 23,000+ people who are concerned enough with the team to want good things for it, and to at least consider donating money. That definitely has some value as an attention-getter.
