Whoever asked the question in <i>The Guardian</i>'s article should have used "balanced" instead. In a balanced league, the level of each team is more or less the same compared to all the other teams, which is exactly the idea being conveyed here. Although they do have 2 tournaments per year I believe there have been 11 or 12 different teams since 1996 to win it in the Apertura or Clausura tournament.
